The following provides an example based on a paper outline developed by an ENG 112 student. I have posted a more detailed example below from a Power Point presentation by a student (you don’t need to do a PP presentation; the format below is acceptable).
TOPIC/ISSUE: Domestic Violence – narrower focus: Restraining Orders
THESIS: Restraining orders don’t help, but actually make things worse for the victims. Judges should not rely on restraining orders to ensure the safety of victims of domestic violence.
1st reason thesis is true: A restraining order is a "rational" deterrent given to a person who has been acting "irrationally" or "emotionally," so it is unlikely to have a real effect. Examples. Analysis.
2nd reason: Police officers tend not to treat cases of domestic violence as a priority, so they are unlikely to respond immediately if the person who received the restraining order attacks the victim. Examples. Analysis.

Conclusion: restate thesis (in a different way)
